Professional elections 2026: Ministry employees will vote online from December 3rd to 10th
Employees of public services and institutions under the Ministries of Ecological Transition, Regional Planning, Transport, Urban Affairs, and Housing will vote online from December 3 to 10, 2026, to elect their representatives. Depending on their administrative status, they may be required to participate in one or more elections.
A vote to elect staff representatives
Professional elections, held every four years in the civil service, determine the composition of various bodies for social dialogue. The elected representatives advocate for employees’ rights and working conditions with the administration.
They can also negotiate agreements with the public employer, applicable within departments and implemented in public institutions. Ministries cite, in particular, agreements concluded in 2019 on gender equality, then in 2022 on teleworking, disability, and the fight against discrimination and hate speech. In 2023, agreements addressed social action and supplementary social protection.
Civil servants, contract workers and apprentices concerned
The election is open to employees of the relevant public services and institutions. Civil servants may vote whether they are currently employed, on parental leave, or on secondment. Contract employees on permanent or fixed-term contracts, as well as apprentices, are also eligible, subject to certain conditions regarding contract duration and seniority.
The number and nature of the elections in which each individual participates depend on their administrative status. An online tool, Qivote, helps determine which bodies an employee is required to vote in.
A seven-day voting period
Electronic voting will be open from 9:00 a.m. on December 3, 2026, to 5:00 p.m. on December 10, Paris time. Employees will be able to vote from any internet-connected device, whether a work or personal computer, tablet, or smartphone. Voting kiosks will also be installed in various departments, particularly for those without computer access.
The process involves creating a personal account on the voter portal, followed by the use of an individual voting code to access the polling stations. The ministries specify that authentication is separate from the voting process to en the secrecy of the ballot. The details are outlined in a presentation published on September 30, 2026.
