2027 Budget: The government is open to revising the targeted €54 billion in savings.
The government does not consider the €54 billion in savings mentioned for the 2027 budget as a fixed objective. Appearing on LCP on September 28, Laurent Panifous indicated that the amount could change during the debates, as the executive branch intends to keep the deficit below 5%.
An amount that is subject to change
The Minister Delegate for Relations with Parliament presented the government as open to discussion with parliamentarians. He specified that the planned €54 billion in savings could be revised upwards or downwards, without detailing the possible adjustments at this stage.
The 2027 budget proposal is due to be presented on Thursday. Laurent Panifous explained that the government hopes to achieve its adoption through a parliamentary vote, while acknowledging that this outcome is « very difficult » given the positions announced by the political groups in the National Assembly. He did not rule out the use of Article 49.3 or the use of executive orders.
The minister also argued that a budget, even an imperfect one, was better than no budget at all. However, he indicated that he was not counting on the National Rally’s leniency to get the bill passed.
Two avenues to explore concerning retirees
The contribution of retirees is among the topics discussed for the budget. Two options are on the table: limiting the increase of pensions relative to inflation, or capping the 10% allowance they receive for professional expenses.
According to Laurent Panifous, the government should put both meas up for discussion. The proposed thresholds should be revealed when the budget is presented on Thursday; the final compromise will then depend on parliamentary debates.
A multi-stage budget review
The examination of the state budget is scheduled to begin in the National Assembly on October 13. If the deputies have not completed their work by the evening of the 19th, proceedings will be suspended to allow for the examination of the Social Security Financing Bill (PLFSS), which is set to begin on October 20. Discussions on the state budget would resume after those devoted to the PLFSS, the minister indicated.
